OpenOCD Can't find CMSIS-DAP device (Windows 7)

Hi,
I have installed the ARM-gcc toolchain as well as the ARM-Eclipse plug-ins and a pre-built version of OpenOCD. I massaged a version of Koolatron's config for OpenOCD and confirmed that support for CMSIS-DAP and the nrf51 series is included. All this on Windows7.

When I invoke OpenOCD from the command line, I get a message saying that it cannot find a CMSIS-DAP device. This suggests that I am missing something. My debugger/chip lashup are connected and I see the device both as a mounted drive and as a Mbed CMSIS device in the devices list. Any ideas what else I might be missing? Manually installed driver or device config, perhaps?

I had similar problems with OpenOCD so abandoned in favor of pyocd. I can flash with pyocd-flashtool and debug with pyocd-gdbserver
